Appearance: This is Seishirou-san. Tall, dark, handsome. He is blind in his right eye, and usually wears a business suit. The bird on his shoulder is his Shikigami.
Canon Point: Chapter 16 of the X manga. After being killed by Subaru Sumeragi at Rainbow Bridge, Tokyo, he is spirited away. Subaru may or may not get his good eye.

Personality:
Where to begin defining Seishirou? Probably by stating that he is a heartless assassin, a profession he was born and bred to do. Seishirou was born into the Sakurazukamori clan, a group of black omnyodo (spiritual magic) users. They are in charge of two important things: maintaining the balance between light and dark energies in Japan (them handling the dark ones), and they are usually employed by the government to commit assassinations of enemies. A very particular fact of this clan is that only one member is allowed to exist at a time, because the person to take the place of the Sakurazukamori must kill their predecessor. Their symbols are cherry blossoms and the inverted pentagram.
This is important to define Seishirou. When he was born, he was taken away from his mother, Setsuka Sakurazuka, who was the current Sakurazukamori at the time. During the first 15 years of his life, he was trained to harbor no feelings for other humans and form no bonds of love, including his own mother. As far as we know, he met her twice in his life: for the first time when he was 9 years old, and when he was 15 and came to kill her to take his rightful place as the Sakurazukamori. It seems he felt no pain, remorse or guilt at the moment when he took her life. As for his father, he never knew him, and never felt the wish to know who he was, or whether he was alive.
Even though he is supposedly unable to form bonds with other people, Seishirou is an appreciator of beauty. When he was a child he stated that he ‘loved’ his mother because he found her beautiful: childlike and deadly at the same time. This instance is reaffirmed when he meets the 9 year old Subaru Sumeragi for the first time at 18 years of age. The young boy had witnessed one of his assassinations, and had attempted to exorcise the Cherry Tree to which he ‘feeds’ his victims. The innocence, kindness and beauty he saw in the boy intrigued him, to the point he didn’t kill him at the time. Instead, he marked his hands with inverted pentagrams, erased the memory from the child’s head, and promised to meet him again in the future. He made the bet that if he could grow to love Subaru after a year of living together with him, he would spare his life, otherwise, he would kill the boy when the time came.
His relationship with Subaru makes up a big part of his persona, what he was in the past, and what he is up until the moment of his death. The year he spent with him during Tokyo Babylon events was mostly made up of lies to conceal his true self, posing as a gentle yet seducing veterinarian. Seishirou flirts with the younger lad, making him fall in love, only to later discard him as being able to tell the different between him and an object. Of course, Seishirou always thought that the only person who should ever kill Subaru had to be him, a belief that cost him his right eye.
Nine years later, Subaru and Seishirou meet again on opposing sides of the board game: Sumeragi and Sakurazuka, Dragon of Heaven and Dragon of Earth. Seishirou is the dark to Subaru’s light, apparently of equal but opposing powers. At this time, the Sakurazukamori no longer under the cloak of a vet, he simply shows himself as he is. He chats up to Subaru like old friends, mocks him, and has a battle with him, winning and destroying Nakano. Up until this point, it still seems like Seishirou doesn’t care at all for Subaru, because in all those years, he always knew where to find him, and yet never did.
The question remains to be answered: did he truly not love Subaru? It’s probably one of the hardest questions to respond from the Tokyo Babylon and X/1999 canon. Seishirou has stated pointed that after one year of living with Subaru, he does not love him. His words to him at the end of Tokyo Babylon were: "Despite prolonged contact with your pure heart, in the end... I haven't changed at all." However, when Hokuto was killed, she had yet hope for both of them. She was the only one to believe in him at all, all the way until the end.
However, the last moments of Seishirou can make us believe otherwise. The dark onmyouji had one wish, and Fuuma, the leader of the Dragons of Earth, was aware of it. The reason why Seishirou never looked out for Subaru was because, in fact, he did care for the younger, albeit in a twisted way. Unfamiliar with the feelings, Seishirou read Subaru wrongly, believing that the other’s wish was to kill him. For this reason, he set in motion the forces that would call upon Hokuto’s last spell. Seishirou and Subaru battled on Rainbow Bridge, where the latter hoped to protect his spiritual barrier. During the battle, the older man recalled his mother’s last words: he would be killed by the one he loved the most. Knowing that if he attempted to kill Subaru in the same way he assassinated his twin he would meet his end, Seishirou still attacked the younger man in this way. But what is the most intriguing are his last words, which we could never completely know, but Subaru’s reaction was intense. Most likely, in his own way, Seishirou did grow to love Subaru, though it probably took him years to recognize the feeling.
So this is Sakurazuka Seishirou. A cold, heartless murderer who feels nothing but amusement when taking someone's life, including his own mother's. He enjoys the decadence of Tokyo, since the days of Tokyo Babylon until the time when he will destroy it with the other Dragons of Earth. He has a love for food, in particular ice cream, cherry trees and red camellias. And through the influence of one young, innocent boy, he came to know what love is.

-Summoning shikigami
-Ofuda spells
-Conjuring illusions in which victims can be killed. These often involve blooming cherry trees.
-Marking and tracking down special victims.
-Killing mercilessly and without regret. He has a very particular style to do it, by using his hand to pierce his victim's heart. Very symbolic for a man who says has no feelings. He buries his dead victims under a ghostly cherry tree in Ueno Park. Seishirou once explains to Subaru that cherry tree's flowers are white, but are colored pink due to the crimsom blood from the corpses buried under it.
As one of the Seven Dragons of Earth, he has an additional ability: destroying the spiritual barriers (kekkai) protecting Japan. This one might not be relevant in this world.
Additionally, he is a great actor, and is able to pretend to be someone in order to get close to personal victims. He can be charming and is able to easily seduce someone if he decides to.

If you mix up the western letters for 'sakura' you get 'karasu', which is the japanese word for 'crow' and has it's own Kanji. It could be used as his last name instead of Sakura, Zuka or Sakurazuka.

It is strange not having killed anyone today... I had gotten so used to be, it's a part of who I am, I would say. The feeling of the warm blood dripping from my hands after piercing someone's heart, it's pretty amazing... Although it's my job, it's not one I mind doing. I suppose most people would consider me some kind of monster, but what they think, I don't care, after all, people are simple objects to break. And to keep the Sakura happy, means to keep everything as it should be.
I wonder what I ought to do in this boring place. The jobs here are so mundane, there's none that please me to even think of doing. I wonder what would happen if I suddenly decided to kill someone, just to have something interesting going on... Unfortunately, there is no tree to take the corpses to, and that would be problematic for me... Ahh, I guess I might think of something, eventually...

Seishirou bumped into the man with green eyes at the bath house... Well, one green eye, the other seemed to be blind. He reminded him of someone he used to know, however, since he got here his memories were quite fuzzy. Details eluded him, and that got on his nerves, it was an unfamiliar sensation. Subaru, that had been the name of the boy he used to know. A beautiful, delicate and fragile-looking young boy, with dark hair in long bangs and innocent green eyes.
As they ran into each other, the younger man dropped the tray he was holding, and Seishirou helped him pick up the now empty cups. "Ahh... I hope you forgive me about it, my mistake..."
The tall man wondered what it would feel to pierce this man's heart, feel his blood. He was curious about that, however, he was also curious to see if this man was related to that boy he used to know.
"Have a nice day..." He bowed his hair slighly in acknowledgement, before going off on his own.
